Overview

 

We will develop a school-board approved comprehensive technology integration plan from identified and delineated goals with specific actions and criteria following resource and budgetary needs to explain the technology integration and network and telecommunications strategies for E-rate application.

 

Objectives

 

Planning for technology integration begins at the building level, in part, driven by a Washington State Board of Education (SBE) requirement, which calls for each school to operate with a strategic plan for continuous improvement. Within each plan, the SBE mandates that educators must address “the use of technology to facilitate instruction and a positive impact on student learning.” School plans, individually and as a whole, form the foundation of the district-level technology plan.

Timeline:

Form 479 and LOA — all districts: September 30, 2012
Annual Tech Survey — all districts: December, 2012 — March, 2013
Intent to File: November 15, 2012

A state-approved district technology plan makes it possible to meet an important compliance obligation:

  • E-rate requirements that demand a state-approved district technology plan.

Major Changes to the 2013-2016 District Tech Plan Requirements & Process

  1. No technology plan requirement for Priority 1 only E-rate discount applications. All other E-rate discount program rules and regulations remain in effect.
  2. No Title IID reporting requirements — technology proficiency and integration among teachers, and student tech literacy.
  3. New tech plan submission and approval process that uses iGrants.

 

 

E-rate Discount—Priority 1 & 2—New Rules


The Federal Communications Commission (FCC) has decided that school districts applying only for the E-rate discount on Priority 1 telecommunications and network equipment/services will not have to produce a technology plan. (Sixth Report & Order)

 

District technology plans are required only if you plan to apply for the E-rate discount on Priority 2 eligible services. However, if an approved tech plan is integral to your district’s operations and you plan to make a Priority 1 only application for the E-rate discount, feel free to use OSPI’s submission and approval process.

 

 

Submit District Tech Plans — New Process
Districts planning to apply for E-rate Priority 2 (or that want a state-approved technology plan in place) will be able to use a new online process for submission and approval through OSPI’s iGrants portal.

  • The new process will be ready mid-January, 2013. We’ll send out full information on the new iGrants process closer to the launch date. As a best practice, draft your plan offline, then upload the final version into iGrants.
  • District tech plans are due Monday, April 15, 2013.

Intent To File Form — New Requirement
If you plan to make a Priority 2 application (or want a state-approved technology plan in place), you must complete and return the new Intent to File Form no later than Thursday, November 15, 2012. We cannot accept faxed or electronic versions.

No Title IID Reporting Requirements
With the elimination of the Title IID program, there is no federal requirement that districts create technology plan goals related to these competencies:

  • Technology proficiencies among teachers, teacher-librarians and administrators.
  • Ability of teachers to integrate technology into instructional and learning activities.
  • Technology literacy levels of 8th-grade students.

 


Document your tech planning process. Keep a running record of your activities, schedule and progress. This is a requirement driven by the 2013-2014 E-rate cycle, specifically the submission deadlines for forms 470 and 471. There is a gap between the date your current plan expires — June 30, 2013 — and June 30, 2014, the period of time covered by the new forms.

 

To comply with E-rate regulations, you must be able to validate that your district’s 2013-2016 tech plan is in draft before you file a Form 470 this winter.
